If you sometimes pay your local telephone bills after they are due, it could soon cost you five dollars each time. Virginia's local telephone companies are requesting state approval for a monthly five dollar late charge--and even more for bad checks.   State Corporation Commission spokesperson Andy Farmer says before the S-C-C decides, you are welcome tell the commission what you think. Your deadline to do so is August 21.
