Roanoke Vice-Mayor David Trinkle says Friday's announcement by David Bowers and Brian Wishneff about the Roanoke River amphitheater is just campaign talk.   Bowers and Wishneff called for scrapping the Reserve Avenue amphitheater, and using the 12 million dollars for a variety of projects downtown--including a smaller amphitheater in Elmwood Park.   News/Talk 960's Tom Williams has the vice-mayor's reponse:
